The voltage detection module can reduce the input voltage by 5 times. Since the maximum analog input voltage of Arduino is 5V, the input voltage of the voltage detection module cannot be greater than 5Vx5=25V. The minimum analog resolution of Arduino is 0.0049V, so the minimum input voltage of the voltage detection module is 0.0049Vx5=0.0245V.
